Abstract Infrastructure provision comprises three processes:decision-making, constructing and management. In the planned economy diachronic separate decision-making was character of its procedure and government took on all processes of it. Because Chinese administration system reform lags behind economy system reform, that makes procedure of infrastructure provision can not accommodate change of restriction condition and operation mechanism due to reformation, many serious matters emerge from infrastructure provision. These matters involve despising providing non-profitable infrastructure,provision lagging in the laggard districts, prominent repetition construction, rural immigrant settlement not being brought into service range of infrastructure and operating out of line among departments etc. The paper analyses the mechanism of engendering these matters from a angle of plutonomy, considers competition among governments in the context of lo cal state corporatism as the core causation and designs a model of intergovernmental competition in infrastructure provision to explain it. In the last the paper frames a governance structure of the infrastructure provision catering to market economy, which is composed of governance of decision-making level and governance of operation level. Each level comprises four governance models. The paper detailedly analyses the trait, applicable spectrum, primary participators and governance measurement of the eight governance models.
